SCRIPPS NEWS: Republicans Look for New Contract to Help Regain Congress

WASHINGTON – Republicans are so convinced that the fall midterm elections could be a repeat of 1994, the year that ushered them into the majority in Congress, they are reaching into the playbook for the prop that helped propel that victory: a new Contract with America.

House Republicans have tapped one of their own to begin casting for ideas to form a 10-point legislative to-do list, promises candidates would make to voters this fall.

Only problem is, the Tea Party movement beat them to it.

For months, Tea Party activists have been crafting a Contract from America, a soon-to-be released document from the renegade conservative movement.

Not to be outdone, a cadre of old-guard conservatives headed by former Attorney General Edwin Meese and backed by the conservative Heritage Foundation this month launched a broad decree known as the Mount Vernon Statement.

For a political party being criticized as the party of no, the flurry of manifestos offers an aggressive effort to stand for something.

“There is a perception that the 1994 Contract with America contributed to the Republican victory, and a lot of people on the conservative side of the aisle want history to repeat itself,” said John Pitney, a former Republican operative who is now a government professor at Claremont McKenna College in Claremont, Calif.

“They’re also aware they need to be for something,” he said. “They want to define themselves rather than let the other side define them.”

The original Contract with America was essentially a small-government 10-step program – a “detailed agenda for national renewal, a written commitment with no fine print,” it said.

The now almost legendary document championed by then-Republican Rep. Newt Gingrich of Georgia outlined a series of legislative proposals Republican candidates vowed to bring to the House floor for a vote, if elected.

My World, My America (essay)

This starts with TAXES the necessary evil that we must pay to keep America protected.
7.5% is a Federal Flat Income Tax (no class adjustments.)
(1% of which is the Military tax
2.5 % of which is the Health care tax
3 % is the social security tax
1% is the Federal salary tax)
NO MORE IRS

There will also be a 2% federal sales tax on all goods except food and medicine.
3 % sales tax will be on all alcohol (except in medicines) and tobacco

The Capital gains Tax will be eliminated
Death will mean that anything owed dies with the person.
The Welfare program will be handed to the NON-Profit organizations
Non-Profit organizations will receive NO federal Funding or aid.

One can donate 3% of annual income
To Non-profit organizations for a tax Break
All Non-profit organizations that do not participate with community aid/Family aid at an annual rate of 70% of all monies brought in will be taxed at the 10% business rate and lose their Non-profit status for three years in which they will be audit biannually.

All businesses (except Insurance providers taxed at 5%) in America will be taxed at 10% annually of profits
All businesses will be required to provide employee insurance at a matched level of 2% annually regardless of their total salary.

All health/medical insurance providers will be charged a discount Federal Tax of 5%.

Drug/Narcotics Policy
If the product can be organically produced it will be legalized in its organic form. If found altered in any way other than rolled in paper or brewed in tea or piped
Added as a known ingredient in food then IT IS ILLEGAL
All crops will be government regulated and monitored for potency
These industries will be taxed at 20% regardless of ownership.

Marriage
A union between 2 people
Common law is defined as a couple residing in the same domicile for 2 years of a 3 year period.
Any child born to a couple will be DNA tested. If the “Father” is not the current male in the Couple the current male has the option of an automatic annulment. If there are other children in the relationship 50/50 custody will be granted a 10% annual income to ratio will be paid for child support.
Children in divorced families for all other reasons will receive 15% Child support.
Same-sex couples must wait 5 years in domicile before they are allowed to bear children or adopt. In order to ensure that their relationship is stable.

Energy
15 Solar Energy Field plants
Across the US Deserts Supporting primarily the West coast

25 Wind field Generation Plants
Across the central Plains and northern US

25 Tidal Field Generation plants supporting the South and Eastern US

5 Additional Nuclear Power Facilities (Government Ran for Security Purposes)
-2 in the US deserts
-2 in the uninhabited mountain regions
-1 in the Eastern US Research for least inhabited area needed.

The Automotive industry will be mandated to not produce Vehicles that use petroleum based fuels by 2020

The Military

All branches will have increased manning of 20%
All members will receive a 20% pay hike.
The members’ taxes will be reduced by half.
Government employees and Contractors in Direct Support of the Military will pay the same taxes as the military without the year point of presence test.
Technology research will be put on the fast track and products available to one will be available to all for the military regardless of the cost if it can save a life give it to them

International Aid
International aid will be reduced by 80% until the poverty level in the US is reduced by 80%
International aid workers jobs will first be given to the unemployed and impoverished of the US. These jobs will have a pay structure similar to the military.
This will assure a balance between aid given and poverty reduction.
Monetary aid will be given minimally with aid focuses primarily on rebuilding and teaching people and countries to do things for themselves.

Social Security
The initial reimplementation phase would be the 3% flat tax as stated above. This has no limit. Currently we stop paying into the system at around $100,000 if this limit is stopped then the current Social Security system can be save from Bankruptcy.
The second phase will be Privatization. This will mean that jobs need to created to give uninformed be managers. The privatization will be done in phases of age groups over a 5 year period in 6 month cycles starting with those within 5 years of retirement. The top regulation on this is that those investing under the Social Security’s Program will not be allowed to enter risky markets plus a Federal Guarantee will be placed that no monies will be lost in this program only retained or gains earned. In 21 years the retirement age can be reduced to 58 years old that is every three years the retirement age will decrease by one year until this reached. Social Security plans will be decided by recipients will be given a choice to have their plans adjusted due to their life span. The government will no longer do Cost Of Living adjustments these will be accomplished by the recipient. A choice of 2 lump sum payments a year winter and mid/late spring (the tradition times that utility expenses increase) or they can have the lump sums divided into the monthly payments. Emergency funds will be made available under similar terms of today’s IRA plans except the funds are withdrawn from the “back end” of savings plan which means you have time to re-earn those monies via interest.
In addition upon meeting retirement eligibility a total of one third of invested monies can be paid out via lump sum in order to facilitate initial retirement needs. This is only paid monies not including any matched funds. Employers will be entitled to match contributions up to the point of $150,000 dollars earned income.
High income or any persons can make contributions that are 100% tax deductible to the fund that will be distributed to those in the system that cannot contribute more that $2000 annually.

Health Care
Drug companies can profit no more than 20% of the cost to manufacture medication after its first year on the market
The First year a drug is on the market a 200% mark up is permissible in an attempt to recoup research cost
Health insurance will be provided by insurance companies anywhere no state boundaries
Doctors will go back to fearing for their licenses for malpractice
Malpractice insurance on benefits the worst incapable doctors and invites careless mistakes from medical facilities
Medical base lawsuits will have a separate court system made up of medical peers and independent researchers this will be one of the few federal and state funded additions
X-rays, MRI’s etc… will be priced at 10% higher than actual costs nothing more Lab techs should be paid per piece 7 % of profit for the service is paid to the technician
Visits to see a doctor should not run more than $50 for the initial walk in unless it is a strictly private facility
Private facilities must prove that they are private with limited numbers of clientele
I commend clinics that operate on a sliding scale and these clinics would qualify for a 5% tax deduction incentive

Urban Growth
Cities will be mandated to have at least 1 square mile of open natural (green vegetative) park area per 20 square miles of developed. This can be divided into no smaller than ¼ square mile sections

Vehicle emissions should be monitor government will partially fund technology that can be fitted to vehicles of an older age to clean up emissions and offer rebates to companies that junk trade ins that are over 10 years old
Car manufactures will build their own car recycling centers to reduce supply costs and to provide jobs to those who may be laid of otherwise

Build parking decks into your buildings and leave what would be parking lots open to the environment

End this notion that we control nature stop building and start tearing down these dams and other structures that alter our ecosystems we know how to produce efficient power plants so they are not needed any more (tidal generation should be researched to be sure that whatever area they are built in is not negatively impacted

If you are out in nature and something attacks you guess what you should not have been there anyway if it comes in your yard then yes you have every right to kill it. That does not mean togo out hunting it because it is dangerous unless you know for a proven fact that said creature should not naturally be there

Child Tax
This next proposal will be controversial but highly beneficial to our society
A 1% per child secured investment tax
This tax is a loan to the government with a secured growth of a 6 month rolling CD
The monies invested will be released to the child upon their high school graduation. If the child does not graduate the monies will be held until the individuals 21st birthday at which the balance minus interest will be paid. This is to address the ever growing crisis of high school drop outs at which we have fallen to 18th in the world from #1 of high school graduates.
This tax will be paid by both parents on the childs birth certificate. If the child is adopted by a step parent that parent has the option to pay this tax also as a benefit to their child.
This will be handled by any left over IRS employees

There will be no more estate/death tax

No debt shall be inherited regardless

Once a congressman is elected campaigning is OVER
Your focus is on your constituents not lobbying for money for your next election. If your records are good your constituents will handle that

There will be an outright ban on corporate sponsorship spear heading congressional campaigns you represent people not companies

Alert this is Really controversial

Do you really why so many middle class and rich men have affairs
They can afford to
Before the outlaw of polygamy it was accepted that as long as you could afford extra wives and support them finacially then you could do this.
People site the bible as the reason for making this illegal
Well think about it your married and your wives are aware of each other and are all taken care of then its not adultery

Western women/american women are very jealous but the need for finacial welfare is more important to them
On the same account though western men are mentally weak
Which leads me back to so many men having affairs its nothing more than escapism
You can make of that what you want

Education system
There are many problems with the education system today
We are behind the curve
Our teachers are mediocre not all of them but a lot
They teach because its there job they need to learn to teach there subject
Kids aren’t grasping the subjects especially in math and sciences
So they fall behind
The ones that are grasping it (the naturals or inclined ones) tend to get bored in school and that resorts to them not caring and there grades strongly flucuate
We need to shrink down classes
We need to start giving career oriented tests starting in eighth grade to see what job fields a student will be best suited for and move their curriculum towards that before they enter college or they may even be more likely to attend college if they know what subject they will be more successful at.a yearly tests should be given to see where the ideas in there head are shifting to
Different scores could motivate a student to try harder to work toward a goal that they are not yet on track for
The higher learning facilities should not be so high priced that the best students cannot go their tuition should be directly tied at .5% below inflation
